About RefCom
Building sustainable communities through empowerment and action
Who We Are
Rabai Empowerment for Community (RefCom) was established in 2019 as a unifying structure for community-based organizations (CBOs) in Rabai Sub County. In December 2024, RefCom was officially registered as a Non-Governmental Organization (NGO), with an expanded mandate to operate not only in Rabai Sub County but also across five counties: Kilifi, Mombasa, Kwale, Tana River, and Lamu.
Over the years, it has grown to host an extensive network of organizations, including:
- Rabai Cultural Village (RCV)
- Rabai Youth Information Center (RYIC)
- Imarisha Vijana Alliance (IVA)
- Lamukani Youth Forum (LYF)
RefCom also includes representation from approximately 15 self-help groups within the community.

Our History
Heritage Preservation
A key part of our history is the restoration and eco-tourism activities at Rabai Kaya Mudzi Muphya, a UNESCO World Heritage Site. In partnership with Rabai Cultural Village, we have worked to preserve the biodiversity and cultural heritage of this sacred forest.
Economic Empowerment
Another milestone in our journey has been the establishment of a farmers' SACCO to support local agricultural production and processing. This initiative was designed to empower Rabai farmers by providing access to resources, financial services, and collective bargaining power.
